Each of Victoria’s alpine resorts has a Stakeholder Consultative Committee (SCC). These committees provide advice on strategic and operational matters affecting Falls Creek, Lake Mountain, Mt Baw Baw, Mt Buller, Mt Hotham, and Mt Stirling.
Following the formation of Alpine Resorts Victoria on 1 October 2022, ARV sought nominations from resort-based organisations to participate in the SCCs. This aimed to ensure broad representation of stakeholders and key user groups.
SCCs are required to meet regularly, at least 6 times per year to ensure ongoing community input.
Role and functions
Under the Alpine Resorts (Management) Act 1997, the role of each Stakeholder Consultative Committee (SCC) is to represent the views of the resort community. SCCs provide Alpine Resorts Victoria (ARV) with community feedback, opinions and responses on matters affecting the resort, including:
- matters relating to the promotion, operation, management, development and use of the resort
- strategic matters affecting alpine resorts and surrounding communities (including First Nations people)
- the development of the alpine resorts strategic plan
- matters relating to fees and contributions for the provision of services by ARV.
How SCCs work
- Each alpine resort has its own SCC.
- SCCs represent the views of resort communities and stakeholders.
- SCCs provide feedback on matters such as resort management, development, strategic planning and service fees.

How SCCs engaged recently
The Service Charge Strategy was developed by ARV to ensure that charges paid by leaseholders and occupiers for resort services are fair, transparent and consistent, while supporting ARV’s statutory obligations and long term financial sustainability.
Informing the SCCs and gaining their insights during its development, assisted ARV with the final strategy presented in February 2026. Key SCC engagement points were:
| June - Sept 2024 | SCCs were advised that a review of the Service Charge methodology was to take place by the ARV CFO. |
| February 2025 | Discussions took place in meetings regarding resort entry pricing and value proposition. |
| April 2025 | Further discussions were held at SCC meetings regarding revenue pressures, rates and service charge reform. Resort entry pricing model and product structure were raised and SCC members provided feedback on current model. |
| June / July 2025 | A draft Revenue and Service Charge Strategy was presented by ARV CFO. Feedback was invited from SCC. |
| August 2025 | SCC were advised ARV was working through SCC feedback on the presented strategy but implementation was to be deferred due to Long-Term Financial Plan and 2026 budget development that was underway. |
| October 2025 | Reduced Service Model proposal raised in relation to the 2026 budget development, feedback sought from SCC members. |
| November 2025 | ARV revenue measures discussed in the context of the FY26 budget and onflow affects. Feedback provided by SCC members. |
| February 2026 | Revenue and final Service Charge Strategy shared with SCC members prior to meeting and presented by CFO. |
The Alpine Resorts Strategic Plan (ARSP) was developed to provide a clear and shared long-term direction for Victoria’s alpine sector. It is the key sector wide planning document that sets out the vision, objectives, challenges, opportunities and strategic priorities for Victoria’s six alpine resorts for 2026-2030.
The SCCs were pivotal in providing input into this plan during the development and draft phase, which has ensured it is reflective of their views and those that they represent at the resorts. Key SCC engagement points were:
| February 2025 | SCCs were advised the redevelopment of the ARSP was pending following expiry of previous plan. Consultation would be sought from stakeholders. |
| April 2025 | The ARSP engagement approach was presented to SCCs including how the consultation process (workshops and validation) would occur. |
| June 2025 | Workshops held with commercial stakeholders, including SCC members. |
| August 2025 | Draft ARSP sequencing confirmed at SCC meetings ahead of the Engage Victoria consultation process. |
| October 2025 | Draft ARSP emailed to SCC members and industry groups for written stakeholder feedback. |
| December 2025 | Final written SCC feedback on draft ARSP requested. |
| January 2026 | Feedback opportunity for SCC and industry groups closed. |
| February 2026 | Stakeholder feedback incorporated into the revised draft plan. |
| March 2026 | Draft ARSP available for public feedback on Engage Vic website. |
| April 2026 | Public feedback considered and incorporated into plan. Final ARSP submitted to the Board for endorsement. |
