Alpine Resorts Victoria (ARV) is deemed to be a municipality under the Alpine Resorts (Management) Act 1997.
ARV has statutory responsibilities to administer and enforce standards under the Building Act 1993 and the Building Regulations 2018.
Under section 212(1) of the Act, ARV is a public land manager with municipal responsibilities. In this role, ARV is required to administer and enforce Parts 3, 4, 5, 7 and 8 of the Act, along with the associated building regulations within its jurisdiction.
These include:
- Part 3: Building permits
- Part 4: Building standards
- Part 5: Enforcement
- Part 7: Safety and emergency orders
- Part 8: Occupancy permits and places of public entertainment.
Role of the Municipal Building Surveyor (MBS)
To fulfil these statutory obligations, ARV must appoint a suitably qualified Municipal Building Surveyor (MBS).
The MBS plays a critical role in ensuring building safety, compliance, and enforcement across the resort areas.
The MBS’s responsibilities include building permits, inspections, occupancy permits, essential safety measures audits, and enforcement actions such as building notices and orders.
These apply to ARV owned buildings, and also extend to:
- all buildings within the resort area, regardless of ownership, if they pose a risk to life, safety, or property
- privately owned buildings that are accessible to the public, such as:
- lodges
- restaurants
- retail outlets
- accommodation facilities
- temporary structures, for example event marquees, stages, requiring sitting
- consent or occupancy permits
- emergency response to unsafe or dangerous buildings or land
- essential safety measures compliance and enforcement.
ARV's appointed Municipal Building Surveyor
Across all 6 alpine resorts, the appointed Municipal Building Surveyor is LCI Consultants, who are committed to working collaboratively in delivering this critical function on behalf of ARV.

ARV’s Property and Planning team manage the MBS contract and work closely with the appointed MBS and resort stakeholders to uphold ARVs high standards of building safety and compliance.

Guidelines and templates
The Falls Creek Design and Siting Guidelines outline mandatory requirements for environmentally responsible development at Falls Creek. Design and siting guidelines for other alpine resorts will be developed separately where required.
These guidelines address:
- building orientation
- materials and colours
- energy efficiency
- bushfire standards
- vegetation protection
- stormwater management
- landscaping and waste controls.
They are intended to ensure development harmonises with the alpine environment while protecting ecological values, village character and sustainable site practices.
