Since its inception, Alpine Resorts Victoria (ARV) has delivered an immense body of strategic work to inform the future direction of the resorts, with economic viability at the forefront of these efforts.

This work culminated in the development of ARV’s Pathway to Financial Sustainability report, underpinned by the long-term financial plan, which was submitted to Minister Dimopoulos for consideration in October 2025.

The report provides a clear long-term direction for ARV’s financial management and sustainability, and is a key deliverable of the Letter of
Expectations issued to ARV when it launched.

In 2025, ARV continued to strengthen its corporate and strategic capability through the delivery of several key priority projects. At the start of the year, ARV developed an all-resort asset management strategy complemented by asset category plans that have enabled the organisation to take a whole of portfolio approach to effective asset planning.

ARV also delivered a comprehensive services review across the resorts with the aim of better improving the operational and financial performance of the many services it delivers. Both pieces of work were key contributors to the Pathway to Financial Sustainability report.

Significant stakeholder engagement has informed the development of all strategic work delivered across the year. In particular, stakeholders have provided critical input into the review of the Victorian Government’s Alpine Resorts Leasing Policy, a whole of government framework that will support consistent and transparent leasing arrangements across the alpine sector.

ARV also undertook extensive engagement and co-design to develop the Alpine Resorts Strategic Plan 2026–2030, which outlines shared priorities for the sector over the next five years. These strategic documents provide greater certainty and visibility regarding future government priorities and investment pathways.

Organisational capability continued to improve in 2025, with advances in financial operations, streamlined business processes, strengthened borrowing powers, and enhanced debtor management to better support stakeholders experiencing financial hardship.

ARV also embedded ethical decision-making processes and improved transparency across compliance areas including external complaints, freedom of information, privacy, fraud and corruption, and gifts and benefits.

Operationally, ARV serviced a 30% increase in winter visitation compared with the 10-year average. This was achieved through the commitment and expertise of staff across the alpine resorts, supported by efficient operational systems that enabled safe access and enjoyable experiences for higher numbers of visitors.

ARV continued to improve the visitor experience, such as via the soft opening of the Snow Play Hub at Mt Hotham. This new facility supports snow play visitors with improved amenities and enhances first time snow experiences, contributing to stronger long-term participation in alpine activities.

In 2025 ARV delivered its first all resorts winter marketing campaign, which was supported via a strategic partnership with Visit Victoria. Visit Victoria provided funding and promotional support that significantly enhanced the reach of the program, growing awareness of the resorts, which could then be leveraged from a conversion perspective at a resort level, optimising investment.

Across the year, ARV also maintained a strong commitment to consultation and partnership with stakeholders via its Stakeholder Consultative Committees (SCCs), who continue to play a key role in shaping ARV’s work. We would like to thank and acknowledge SCC members for their passion, insights, and commitment to shaping a strong future for the alpine sector.

We also extend our appreciation to the ARV Board for their guidance, expertise and support throughout the year, and for ARV staff for their hard work and dedication to delivering positive outcomes for the resorts.
