Disability Act 2006
ARV recognises the importance of creating environments, services and workplaces that are accessible, inclusive and responsive to the diverse needs of people with disability. ARV is committed to meeting its obligations under the Disability Act 2006 and to strengthening inclusion across both its workforce and the communities and visitors it serves.
During the reporting period, ARV undertook planning to support the development of a Disability Action Plan (DAP), recognising that reducing barriers to participation requires a coordinated, whole-of-organisation approach.
Preparation for the DAP involves engagement activities and consultation with people with disability, to better understand a range of access needs and lived experiences. This work will inform actions to address physical, systemic and attitudinal barriers and support more inclusive practices across employment, service delivery and resort operations.
The Disability Action Plan is planned for development and implementation from 2026. ARV will report on the progress of the DAP in future annual reports, in accordance with the Disability Act 2006.
Establishing Act
Under the Alpine Resorts (Management) Act 1997, ARV must publish in this annual report:
- a statement or summary of the contents of all Ministerial directions given to it
- a statement setting out the actions Alpine Resorts Victoria has undertaken to comply with each direction.
The Minister issued a Letter of Expectations at ARV’s establishment in October 2022. It set priority areas relating to organisational transition, stakeholder engagement, financial sustainability, climate change adaptation, Traditional Owner partnerships and sector wide strategic planning. In 2025 ARV finalised all requirements of the Letter of Expectations.
A new organisational structure was implemented ahead of the 2023 winter season, supported by the consolidation of major systems, processes and business practices. Stakeholder Consultative Committees were established across all resorts within the first two months of operation, earlier than the one year timeframe specified in legislation.
A Pathway to Financial Sustainability Report was developed, supported by a long term financial plan that identified strategic opportunities for the alpine resorts. Legislative responsibilities relating to climate change adaptation and Traditional Owner self determination were met through the development of new all resorts strategies. Sector wide planning was advanced through work including the economic impact study, bushfire insurance feasibility planning, service reviews, asset management strategy development and redrafting of the Alpine Resorts Strategic Plan.
These deliverables were completed to support ARV’s transition into a steady state operating environment from 2026.
Emergency procurement disclosures
ARV did not undertake any emergency procurement during 2025.
Procurement complaints
Complaints relating to ARV procurement are handled in accordance with the Victorian Government Purchasing Board (VGPB) policy requirements and in a consistent, fair and transparent manner. ARV ensures complaints are treated fairly and any investigation is undertaken by an independent party to the original tender process. The process for complaint handling is outlined in ARV’s Procurement Policy and Guidelines and for external entities access to the complaint handling process is through ARV’s Procurement Page on the ARV website.
In 2025, one reportable complaint was received regarding the tendering process for a construction works project within Mt Buller Alpine Resort, specifically the Corn Hill Rd (Site 6) Remediation project. Complaint status: Resolved
Environmental reporting
Introduction
In line with the Victorian Government’s contribution to reaching net-zero emissions for the state by 2045, ARV is required to report on FRD24 Tier 3b environmental metrics, including identifying greenhouse gas emissions and their sources within ARV organisational boundaries. ARV is currently working to establish systems and processes for the collection and full reporting of this data.
ARV’s organisational boundary is the emissions profile of ARV-specific services and functions in accordance with the
Alpine Resorts Management Act (1997). There are no reportable material activities.

ARV’s organisational boundary
The ARV organisational boundary includes assets and services provided in relation to the five alpine resort areas.
Materiality and completeness
The material contributions to greenhouse gas emissions in alpine resorts relate to:
- ULP and diesel for operation of vehicles and plant
- LPG and diesel for heating and off grid power generation
- Metered electricity consumption (for grid connected locations).
Vehicle Fleet By Engine/Fuel Type and Vehicle Category T2
Reporting also supports the Whole of Victorian Government emissions reduction pledge. The pledge seeks to reduce greenhouse gas emissions from Victorian government operations.

Compliance with Datavic Access Policy
Consistent with the Victorian Government’s DataVic Access Policy (2012), ARV publishes nine datasets available on DataVic detailing:
- seasonal visitation statistics
- Resort snow depth data.
The DataVic Access Policy mandates that government data be made publicly available by default to drive economic activity, support research, and enable innovation, while also improving government efficiency and transparency. Publishing datasets in consistent, machine-readable formats strengthens data governance, reduces silos, and enhances cross-agency collaboration.
Statement of availability of other information
The following information is available on request, either partially or fully, subject to the Freedom of Information Act 1982:
- a statement that declarations of pecuniary interests have been duly completed by all relevant officers
- details of shares held by a senior officer as nominee or held beneficially in a statutory authority or subsidiary
- details of publications produced by the entity about itself, and how these can be obtained
- details of changes in prices, fees, charges, rates and levies charged by the entity
- details of any major external reviews carried out on the entity
- details of major research and development activities undertaken by the entity to develop community awareness of the agency and its services
- details of overseas visits undertaken including a summary of the objectives and outcomes of each visit

Asset Maturity Assessment
ARV must report on asset maturity at least every three years. ARV last reported in the 2024 Annual Report.
