ARV is committed to transparent and accountable procurement practices when seeking goods and services, or construction from suppliers. This ensures procurement across all 6 alpine resorts works effectively, fairly and transparently for all parties.

Tender advertising

All tenders are advertised on Tenders Victoria.

Procurements of $1 million or more in regional Victoria are also advertised concurrently on the Victorian Management Centre (VMC) Portal, where Local Jobs First and Fair Jobs Code thresholds apply.

Procurement complaint management procedure

Complaints relating to ARV procurement are handled in accordance with the Victorian Government Purchasing Board (VGPB) policy requirements and in a consistent, fair and transparent manner.

ARV ensures complaints are treated fairly. Any investigation is undertaken by an independent party who was not involved in the original tender process.

To lodge a complaint about an ARV procurement process, email details to the Chief Procurement Officer at procurement@alpineresorts.vic.gov.au.

Please include:

  • your name and/or organisation's contact details
  • the procurement the complaint relates to
  • the basis for the complaint specifying the issues involved
  • how the subject of the complaint and the specific issue affects you or your organisation
  • any relevant background information the outcome desired by you or your organisation.

ARV will appoint an independent person to investigate your complaint. We will acknowledge your complaint within 5 working days of its receipt and will seek to address the complaint within 20 working days of receipt. You may be contacted for further information and/or clarification of your concerns.

If more than 20 working days is required, we will advise you. We will provide the outcome of the complaint investigation by email. If a satisfactory resolution cannot be reached, ARV will inform the VGPB within 5 working days.

If you are dissatisfied with ARV’s response, you may refer the matter to the VGPB for review via:

  • email to vgpb@dtf.vic.gov.au
  • letter addressed to the VGPB Board Chair at:
    • Victorian Government Purchasing Board
    • Department of Treasury and Finance
    • GPO Box 4379 MELBOURNE VIC 3001.

ARV will disclose in its annual report the following information in relation to any complaint received:

  • the procurement activity to which the complaint relates
  • the status of the complaint (resolved, still under investigation or could not be resolved).

ARV complies with the Local Jobs First (LJF) Policy by supporting local industry participation.

The policy helps ensure Victorian businesses have fair opportunities to supply goods and services. It also strengthens local employment and skills through initiatives such as the Major Projects Skills Guarantee, which requires apprentices, trainees and cadets to contribute to project labour hours.

All ARV projects that meet the criteria of the LJF Policy adhere to this process, and contribute directly to local jobs, capability and economic growth.

ARV complies with the Fair Jobs Code as part of the state’s procurement and grants framework. The Code is mandatory for all relevant tenders and contracts released after 1 December 2022.

The Code requires suppliers to uphold fair, safe and lawful workplace standards. It uses government purchasing power to promote secure jobs and compliance with industrial relations and occupational health and safety laws.
