ARV is pleased to advise that the 2024 Annual Report was tabled in Parliament on 2 January 2026 following endorsement from the Minister for Environment Steve Dimopoulos.
The 2024 Annual report details ARV’s strategic achievements for January - December 2024 (ARV’s financial year), including the economic and financial priorities delivered during that period. Amber Gardner, CEO of ARV, states it laid the foundations for considerable achievements in 2025.
“The 2024 Annual Report outlines the key achievements in that year, laying foundations for gains that have been realised in 2025, and puts the sector on the path for long-term financial, social and environmental sustainability,” she said.
Achievements realised in 2025 include:
- Achieving all deliverables within the Minister’s Letter of Expectations that was issued to ARV on establishment.
- Enabling prudent financial management through developing a long-term financial plan for the organisation.
- Coordinating and consulting to deliver a new Alpine Resorts Leasing Policy, with public consultation open until 18 January 2026.
- Delivering ARV’s Climate Change Adaptation Strategy to enable resort leadership in this space.
- Delivering a review of all the services delivered across the resorts and developing recommended actions to improve their financial performance and outputs.
- Delivering ARV’s first Traditional Owner and Self-Determination Strategy, working with resort partners to realise their aspirations in the resorts.
- Finalising and implementing a single ARV Enterprise agreement across the six resorts
- Delivering Integrated Water Management Plans for each resort in support of water security
- Launching and progressing the Lake Mountain and Mt Baw Baw Expression of Interest to resolve the financial challenges of these resorts.
- Delivering an all-resorts Asset Management Strategy, supported by consistent and comprehensive asset category plans in support of effective asset management.
- Delivering extensive sector consultation for the next iteration of Alpine Resorts Strategic Plan, 2026-2030.
“Since commencing as a new organisation in 2022, ARV has made significant strides in enhancing the financial, strategic and environmental outcomes for Victoria’s alpine resorts,” stated Ms. Gardner. “This has included delivering operational efficiencies through a new organisational structure and the adoption of common systems and processes, which has enabled us to reduce our workforce by 23% compared to the previous management model.”
The establishment of ARV in October 2022 united the six Victorian alpine resorts into one entity, previously managed by four resort management boards. This amalgamation brought the financial viability of all the resorts to the forefront and ARV was issued a Ministerial Letter of Expectation, that directed it to determine a financially sustainable way forward.
Shortly after ARV’s inception, Falls Creek (one of the larger resorts), was closed over the 2022/23 summer due to one of the biggest landslides in the State’s history, blocking primary access to the resort. The following snow seasons in 2023 and 2024 saw low levels of natural snowfall and adverse weather events that resulted in lower-than-average visitation and early resort closures, having a significant impact on ARV's financial position.
In 2025 the resorts delivered a snow season where visitation was 20% higher than the 10-year average, meaning that in 2025, an extra 230,000 visitors accessed one of Victoria’s alpine resorts than (on average) they have over the last 10 years.
“ARV has maintained its strong operational focus to accommodate high levels of visitation received in winter 2025, while also progressing strategic priorities aimed at delivering a positive and sustainable future for the resorts,” said Ms. Gardner.
“The alpine resorts are an economic powerhouse for Victorian tourism, contributing an enormous $2.14 billion in economic value to the State each year, so it’s essential that they continue to thrive and grow to support robust and resilient regional economies,” she said.
